It measures how well your Supplier Passport fits the stated requirements — not your chance of winning. Missing Passport data is treated as unknown, never as a mismatch.
Can I use GovDemand if I've never sold to government?
Yes. The Passport walks you through the information buyers commonly ask for and shows what's missing.
